How confidence is calculated here

Cluster-level confidence is HIGH when a shared fee payer and a tight funding window both hold for a member. Individual members can diverge from the cluster's overall confidence — an address funded in-window but with a different program-interaction sequence is flagged MEDIUM on its own, even inside an otherwise HIGH-confidence cluster.
